This section strategically placed at the center of the book does need careful intellectual investment, but it's well worth the effort. Dear New EVP... A Final View P

As many of you know, on June 1, 2008, I tendered my resignation as Executive Vice President of the CLLA. My last day will be September 28, 2008. I am moving on to a career as a financial planner. It has been my pleasure to serve as your EVP for the past five years! Before I go, I want to share some thoughts and hopes for the future of this wonderful, historic organization. Likewise, I want to thank the many people that have made this experience so great. Finally, I wanted to impart a few suggestions to your new EVP as he/she embarks on their leadership of the CLLA.

Dear New CLLA EVP:

Welcome. As you begin your tenure at the helm of this wonderful organization, allow me Louis Vuitton Fake Handbags to share some important information and lessons I have learned along my way.

1. Service...period. Many organizations compete for our members and their dues. How can we - the CLLA - set ourselves apart from the rest of the association world? Simple. Provide better member service than any other organization...period. Be more responsive to member needs and questions. Return all member calls within the same business day. Provide leadership opportunities for members within the organization. Recognize members when they are successful. Buoy members when they are disappointed. Do the right thing when it comes to member relations. Refund registration fees when, for an unforeseen reason, someone cannot attend a meeting. Give a member a break when they are late in submitting an article for Debt3. Type up minutes from a conference call when a chair is not able to do so. In the end...be better, be more responsive, be more understanding, be more open and more thoughtful and provide better opportunities for members to succeed in business and leadership than the "other guy." If you do that, membership growth and retention will take care of itself.

2. Relish our history...but look to the future. One of the things you will hear over and over again is that the CLLA has been around for 112 years - the longest in our industry. This is certainly no small achievement. But what does being a 112-year-old organization mean for our future? What today's leaders choose to do with that future is critical. You will find some who feel that the CLLA is fine just as it is today - no need to change. "The CLLA worked for my grandfather and my father.. .it works for me too...why should we change?" Instead of looking to the future, these "relishers of our history" are content with living with the past success. Thankfully, there are growing numbers of CLLA members, who recognize that looking backwards does not allow us to be responsive to the challenges faced today by current members of the CLLA. These "forward thinkers" see our history as providing us with a strategic advantage. When you have been around for 112 years, there are very few problems, issues and changes in the market place you have not already seen. With that perspective, those that wish to improve the League and embrace its future can learn from the CLLAs past mistakes and avoid making them again. The market changes quickly. The CLLA has to be responsive in order to provide outstanding value and purpose for our membership. Or...we can simply stand on the side of the road and let the market pass us by. As the new EW and working with the CLLA volunteer leadership of this great and historically rich organization, what will you choose to do? My wish for you and this organization is that you learn from our history and leverage it to be ready and responsive for tomorrow's members.

Paul aims to put boot in on Wa

HENRY Paul has been putting in some goal-kicking practice ahead of

Gloucester's trip to Wasps today.

The former New Zealand rugby league international retains the stand-off berth in the continued absence of Ludovic Mercier, who could also miss next weekend's encounter with Newcastle after having fluid drained off his knee.

Federal judge rules for insure

An insurance company doesn't have to pay for damages at a Virginia man's home ruined by Chinese-made, sulfur-emitting drywall, a decision by a federal judge Thursday that could affect how lawsuits by thousands of U.S. homeowners are settled.

Judge Robert Doumar in U.S. District Court in Norfolk said in the ruling that no coverage was owed under a homeowner's policy issued by Travco Insurance Co. to Porcelain Bangle Larry Ward of Virginia Beach because the policy excluded damage caused by latent defect, faulty materials, corrosion and pollution.

Randy Maniloff, a Philadelphia-based lawyer who has closely followed Chinese drywall insurance litigation, said attorneys for insurance companies and homeowners will carefully examine this case, as it is one of the first comprehensive decisions.

Federal grant to benefit 2 cit

FITCHBURG - Two city elementary schools will be among the beneficiaries of a nearly $5 million federal grant that a Massachusetts nonprofit has received.

The federal Education Department chose the Bay State Reading Institute, an organization run through Middlesex Community College in Lowell, and 48 other organizations from among almost 1,700 applicants nationwide for a federal Investing in Innovation ("i3") grant. Money for the grant comes from the American Recovery and Reinvestment Act.

The reading institute formed in 2005 to help teachers and principals boost student achievement, particularly in high-poverty areas, said Edward H. Moscovitch of Gloucester, the institute's chairman. Former state representative and former state associate commissioner of Embroidered patches education Barbara Gardner of Holliston is the executive director.

The institute already works with 17 schools statewide, including Reingold and Crocker elementary schools in Fitchburg and West Brookfield and Warren elementary schools. The new federal grant will allow the institute to work with 12 more, including the McKay Campus School at Fitchburg State University and South Street Elementary in Fitchburg. The others are in Brockton, Gloucester, Malden, Pittsfield, Revere and Taunton.

The nonprofit must raise roughly $1 million of private money by Sept. 8 in order to collect the federal money, Mr. Moscovitch said. He hopes a large national foundation will donate the funds.

The group's work focuses on getting children to be proficient readers by the end of third grade. With the grant, the institute will work in the 12 schools and conduct a controlled study of their intervention.

"The grant is about the U.S. Department of Education trying to pick out some really good programs and then seeing if they can grow," Mr. Moscovitch said.

Paula Gianquinto, assistant superintendent in Fitchburg, praised Bay State's focus on "really accelerated improvement in reading" and said their combination of workshops, on-site support and ideas from other districts have brought Fitchburg resources it never would have amassed on its own.

Fast-paced and fun, if the kids don't want to watch the rugby with dad, fix them up with the small TV and leave them to it.

Fast Food Nation (Maori, Sat, 8.30pm) An adaptation of Eric Schlosser's excellent book of the same name, this docu-drama isn't for the squeamish. Touted as an in-depth look at the American meat and fast-food industries, it never quite accomplishes its aim, despite a star- studded cast including Greg Kinear, Ethan Hawke and Bruce Willis. Romantic subplots mangle the story, and for a better look at the same issues, try the superb doco Food, Inc., instead.

From Russia With Love (TV One, Sat, 8.30pm) Sean Connery, the preferred Bond for many 007 fans, took the role for the second time in this 1963 film. Terrorist organisation Spectre is the enemy in this one, in league with those naughty Russians, who have some special decoding device the Brits need. Action takes place across Turkey and eastern Europe, and critics of the time loved what was also a box-office hit.

Lesbian Vampire Killers (TV2, Sat, 9.45pm) British comedy-horror from 2009 which copped an awful hiding from reviewers and lesbian pride groups who felt it was derogatory toward gay women. Blood, guts and boobs aplenty, and probably only suitable for the easily amused or spotty teens whose hormones are raging.

Super High Me (Rialto, Sun, 12.05am) Pot- smokers may want to imbibe extra caffeine to stay up late to check out this 2007 documentary, which parallels Morgan Spurlock's Super Size Me McDonald's food exploration. American comedian Doug Benson stays off the weed for a month, then gets back on it with reckless abandon for another to see what sort of effect the dope has on him. Psychic and mental tests gauge the impact of Doug's month of constant herb- smoking, and the results are actually quite surprising.

Star Trek - First Contact (TV2, Sun, 12.30pm) Going boldly where no film in the franchise had been 深圳盐田搬家公司 before, here's the first Star Trek flick which didn't feature any of the original cast members. Considered one of the better films in the series, this one has Patrick Stewart as Jean-Luc Picard, at the helm of a new and improved Enterprise and battling the Borgs.

Cinema Paradiso (Maori, Sun, 8.30pm) Delightful, touching and award-winning Italian film which explores the war-time relationship between a young boy and the projectionist at his local cinema. It stretches out toward the three-hour mark, but it's well worth a look if you haven't seen it before.

48 Hours (C4, Sun, 8.30pm) Yet another recycling of the 20-year- old action/crime/cop/ drama yarn which helped shoot Eddie Murphy to fame, playing a wise-guy crim let out of jail for two days to help rough-as-guts cop Nick Nolte catch another scumbag. A classic of its kind, but it's been on so many times, you've probably seen it twice already.

Thelma and Louise (MGM, Mon, 10.50am) Susan Sarandon scored an Oscar nomination for her quite superb role as Louise in this wonderful 1991 film about two hen-pecked woman who race across the country to escape life's woes. The road-trip itself is infused with violence, crime and problems, with all manner of crises developing along the way, all while they're pursued by the cops. Great film, great cast, great acting, with Ridley Scott at the helm.

Nissan struck gold when it launched the Qashqai. The market was already packed with compact 4x4 vehicles and Nissan's own X-Trail was one of the more successful ones but people were buying these offroad-capable family cars with no intention of driving them off- road.

The Qashqai ditched any pretence that it might be suited to the occasional foray up a dried-out river bed and concentrated on riding and handling in a car-like manner for the road journeys owners would undertake. Retaining the option of all-wheel-drive, the elevated driving position and the chunky design cues of the compact 4x4, Nissan's crossover was all the 4x4 most buyers needed and sales were brisk.

Colorado Avalanche

There's a wide choice of engines available to Qashqai customers with two diesels and two petrol powerplants to consider.

Things start off with a 1.6-litre 115bhp petrol unit and move up through 106bhp 1.5dCi diesel and 140bhp 2.0-litre petrol units before topping-out with the 150bhp 2.0-litre dCi diesel. Nissan hasn't skimped when it comes to transmission choices either, the Qashqai being supplied with five and six-speed manual boxes, a six- speed auto option and even an advanced Constantly Variable Transmission (CVT).

The ALL-MODE 4x4 system is available on the 2.0-litre vehicles, with the others sending drive to the front wheels only. This is an electronic system which automatically engages fourwheel drive the moment a loss of traction is detected.

A more aggressive frontal styling treatment marks out the latest Qashqai from its watches-c pre-facelift predecessor. It wasn't merely an exercise in reshaping the headlights and grille either: bonnet, bumper, front grille, headlamps and wings all got the treatment. Around the back, little has changed aside from subtle aerodynamic tweaks and LED lights.

The cabin gains a revised instrument cluster with a trip computer display and a couple of extra storage options.

There are two Qashqai bodystyle choices, the standard model and a Qashqai 2 seven-seater variant. In the 2, everything behind the windscreen pillars is different.

The wheelbase stretches by 135mm and the overall length rises by 211mm to 4,526mm. When the seats are folded down, there's a massive 500 litres of stowage space, and the rear hatch is both wider and has a lower loading sill than the standard Qashqai model.

The 1.5-litre diesel is the Qashqai's more efficient engine with a 54.3mpg combined economy and emissions of 139g/km.

More strange kids' names

URBAN myth or legacy? I can tell you for a fact that Benson and Hedges is a legacy. They attended Patea Vancouver Canucks Primary School in the mid- 80s. I was teaching there at the time.

Also attending were twins Fat Boy and Batman; yes, those were their legal names. We also had a boy named Massey Fergusson (after the tractor brand). I've been in the education business for 30 years and have come across some interesting names.

Jack Daniels and Chardonnay were very popular at the end of last century. My husband taught in a school where the sons were named after watch brands Casio, Seiko and Omega.

I was visiting a Levin school a few years back and they had on their roll sisters Levinetta and Shannonetta; guess what their brother was called . jewelry-d . . Foxton Lee.

My favourite, though, was a lovely Samoan boy that attended Inglewood Primary School. His name was Ova. I thought it might have a cultural meaning so I asked him.

My late husband went to school with a boy whose last name was Woodcock and they nicknamed him `Pinus Penis'.

More seats for women, sr citiz

MUMBAI: Here's some good news for women and senior citizens travelling by BEST buses. The transport undertaking has increased reserved seats for women from the existing six seats to 12 seats per bus; senior citizens will now have not just two but four reserved seats. The new quotas will come into effect from August 1. The reservation for handicapped persons remains the same.

The reservation has been revised not just for the ordinary red buses, but also for the double-deckers and the air-conditioned buses. In double-deckers, women will now have 10 reserved seats-which means four additional seats-and "senior citizens & handicapped" will have three commonly reserved seats.

In the AC buses, women previously had only two reserved seats. This has now been increased to six, while senior citizens will get two seats which they will share with handicapped persons and two more seats reserved exclusively for them.

The reservation in midi buses was two for women, two for handicapped and one for senior citizen. It has now been increased to six for women, two for handicapped and three for senior citizens.

The "Isuzu Challenge", a yearly drive-competition to show the fuel efficiency of Isuzu vehicles, will be run on a unique customer-interactive highway - with vehicles running on actual highways and customers participating through the internet.The eco-run challenge will be staged in three separate runs featuring three Isuzu vehicles.

The aim is to show the farthest distance that each vehicle can travel on just one full tank of diesel fuel. First on the highway will be the N-Series truck, which will be driven from Pagudpud in Ilocos Norte, going down west, from May 26 to 29. Next are the Crosswind from July 14 to 17, and the D-Max from October 20 to 24.The public can participate in the challenge by guessing the total distance that each one of the three Isuzu vehicles will travel on a single full tank of fuel. Those who will get the correct distances (in kilometers and up to one decimal point) will win a brand-new unit of the specific Isuzu model used during the fuel-economy run. The deadline for submission of entries for the N-Series run is midnight of May 25. That's how Henry Siegman, former head of the American Jewish Congress, described the twisted logic of Netanyahu, whose message is always "that the whole world is against Israel and that Israelis are at risk of another Holocaust"--especially if Iran gets even one nuclear weapon, Israel's PM insists at every opportunity.

Yet this is a particularly infelicitous time for Netanyahu to be raising the imaginary specter of an Iranian nuclear weapon--which doesn't exist and may very well never exist--for two reasons.

First, the world is starting to pay much more attention to Israel's nuclear weapons, which certainly do exist, in great quantity. (The best estimates often run as high as 200.) Press coverage of the recent Nuclear Non-Proliferation Treaty conference, even in the US mass media, highlighted the issue. At the conference, all NPT members called for a 2012 meeting to begin turning the Middle East, including Israel, into a nuclear-free zone. That would mean inspecting Israel's nuclear arsenal and making sure it is dismantled. Even the US agreed to the call, hoping to gain wider support for stopping Iran's supposedly menacing nuclear program.

But who should really be afraid of nuclear attack? That brings us to the second reason Netanyahu might want to keep the spotlight off Iran and the nuclear issue. Three Israeli submarines are heading to the Persian Gulf, where they will be stationed permanently, just off the coast of Iran. They can stay at sea for about 50 days and stay submerged for at least a week. They're equipped with cruise missiles that can reach any target in Iran. And some of those cruise missiles are equipped with the most advanced nuclear warheads in the Israeli arsenal.

Though that story was reported by The Times of London and several Israeli newspapers, it got little if any notice in the US mass media. And now that all eyes are on the terrible attack at sea, it's not likely to get any notice. Perhaps that's why Netanyahu could risk giving Iran such a central role in his concocted version of the Mavi Marmara tragedy.

EPA report unveils 4.2-mile co

WHITTIER - A 4.2-mile-long contaminated underground water plume stretches from Whittier to Norwalk as a result of residual contamination from a former chemical recycling plant.

The underground water is contaminated with solvents from the former Omega plant, 12504 and 12512 Whittier Blvd., a hazardous waste recycling business that was open from 1976-91, EPA officials say.

The plume doesn't pose an immediate threat to drinking water, said Lynda Deschambault, project manager for the Environmental Protection Agency.

"Right now the aquifer that is Express Shipping Fee Replica contaminated is a little bit shallower than the aquifer the drinking water comes from," Deschambault said. "Our goal is to contain the plume so it doesn't spread."

The contamination is at depths between 30 to 100 feet below ground level, the report stated. Drinking water typically comes from separate aquifers at depths greater than 200 feet.

The contamination decreases as the plume moves to the south, according to the EPA study.

In 1995, federal officials removed an estimated 2,700 drums - some of which were leaking into the ground. These contained solvents that may cause cancer.

A cleanup plan for the soils on the initial site also has been approved.

But how to remove the contaminated water from such a large swath of land still must be determined, Deschambault said. It most likely will include a system to pump the contaminated water up and then treat it, she said.

A group of 200 businesses, which are now paying for the operation of the water treatment plant at Omega, are likely to have to pay for this too, she said.

It's also possible that existing or former businesses in the area of the plume may have caused some of the contamination and will have to pay for the cleanup of the groundwater, Deschambault said.

A regional water official said it's important that this plume - although it doesn't affect existing drinking water - be cleaned up.

"We're worried that the shallow contamination could get deeper where drinking water is drawn," said Ted Johnson, chief hydrogeologist for the Water Replenishment District of Southern California that manages groundwater for nearly four million residents in 43 cities of Southern Los Angeles County.

EPA reaches interim agreement

WHITTIER - The U.S. Environmental Protection Agency has reached agreement with a group of 75 parties to begin cleaning up the soils at a hazardous waste site along Whittier Boulevard.

The goal is to protect against indoor contamination from volatile contaminants from soil and groundwater that are migrating into nearby commercial buildings, said Keith Takata, director of the Superfund program in the EPA's Pacific Southwest Region.

The contaminants include tetrachloroethene (PCE) and trichloroethene (TCE) that are solvents that have been widely used by industry as cleaning and degreasing agents. Both can cause cancer.

Ed Modiano of De Maximis, Inc., the company that represents the 75 responsible parties who are paying for the system, said they had no comment.

"On behalf of the (responsible parties) the contents of the agreement speak for itself and they don't have any further comment at this time," Modiano said.

The Omega Chemical Corp. was a solvent and refrigerant recycler that operated from 1976 to 1991.

Waste solvents and other chemicals were processed at the Omega plant to form commercial products. As a result of spills and leaks, the soil and groundwater beneath the property was Christian Dior Bags contaminated.

In 1995 about 2,700 drums were removed.

The agreement requires the 75 parties to install a soil vapor extraction system in the area, continue operating indoor air purifiers in two buildings and monitor air elsewhere.

Lynda Deschambault, remedial project manager, said she hopes a soil vapor extraction system can be in place by January.

Deschambault described the system as "literally a Clip on charms soil vacuum that pulls the volatile chemicals through the soil into a cleanup medium, carbon, and then clean air is blown out."

While there is no cost estimate for this interim agreement, a long-term plan is expected to cost $5.6 million.

This interim step is expected to be consistent with the long- term plan the EPA approved in September 2008.

PCMC to ask PMPML to vacate de

Next battle Banking reform

When Sen. Bob Corker met with this newspaper's editorial board a week after Easter, he predicted the Senate would pass a banking reform bill soon with credible bipartisan support. Sen. Corker should know: He worked tirelessly hand-in-glove for a month recently with Democratic Sen. Chris Dodd, chairman of the Senate Banking Committee, to fashion the committee's banking reform bill -- until Sen. Dodd shut down their partnership to complete the bill on his own.

Even so, Sen. Corker expects to see most of what he helped develop in the bill, because, he says, they had worked through all the tough issues -- consumer protections, reform of banking regulations, checks on "too big to fail" banks, and rules for transparency and oversight of derivatives trading, the critical source of the viral casino-style trading that spread from Wall Street around the globe and sank the economy in the deepest trough since the Great Depression.

Sen. Corker's prediction

Indeed, Sen. Corker said that his and Sen. Dodd's teamwork got the reform football down "to the 5-yard-line." That's why he ED_Hardy_Boots was confident, he said, that after the initial political skirmishing, the Senate would pass a truly credible, bipartisan banking reform plan -- one that, at the least, would stand "until the next (financial) crisis," which he said inevitability would come as financial instruments evolve.

We hope he's right. Nevertheless, the looming battle over banking reform, which may begin in earnest this week, is shaping up to be as fiercely contested by Republicans in its intensity, if not its popular engagement, as health care reform.

The banking lobby's power

The banking industry's lobbyists, whose deep-pocket campaign contributions are coveted by both sides in the Senate, is fighting furiously to protect its lucrative derivatives-trading prerogatives. It also is trying to defuse a mandate to establish a $50-billion-to-$150 billion industry-financed bailout fund, and to generally water down stiffer standards for reserves, transparency and securities trading. Other actors in the consumer lending industry (think: pay-day lending) are also bent on diluting consumer protections.

GOP's sabotage shell game

Republican reactionaries are boxing themselves in the contradictory act of trying to look like they are for strong reform -- to appeal to angry voters who lost their savings, if not their jobs, in the Cartier Tank American great financial meltdown -- while simultaneously savaging another Democratic reform bill that's far tougher than most Republicans actually want it to be if they are to appease the banking industry.

It's almost impossible for them to carry off that shell game. That's why Senate Minority Leader Mitch McConnell sounded so ridiculous when, in his opening salvo against the Democratic bill last week, he asserted that it would "allow endless taxpayer-funded bailouts." Sen. Dodd rightly called that a "lie." In fact, it's the nearly impossible banner for the GOP's political strategy on banking reform: To make the Democratic bill sound bad, while at the same time drilling it full of loopholes.

Some Democrats reasonably want the bill to be much tougher. More than one advocates re-establishing the Glass-Steagall Act, the Banking Act of 1933 that established the FDIC and fixed banking rules that, among other things, banned commercial banks from Wall Street-style securities trading. The common response to pictures of glorious, unspoilt white sandy beaches is: "That looks well boring"; "I'm not going anywhere that doesn't have a McDonald's"; "I'm not going anywhere that does have a McDonald's." Eventually compromise is reached. It's that or a fortnight of huffing and sulking.

Nothing to do with the fact that we live in Festival City and accommodation can be hard to come by at that time of year - oh no. So, when it comes to the final night and you swap phone numbers, just remember this: always, always, give them the wrong number. Let's face it : that's what they're doing to you.

The overall results are a respectable 15 per cent drop in emissions from 264 g/km to 238 g/km, a rise in combined mpg from 28 to 33 and an 11 per cent increase in power from 170bhp to 187bhp.

It comes with either a 6-speed manual, as in the model ed hardy clothing tested, or 5-speed auto gearbox.

Both on- and off-road the Pathfinder felt sure-footed, stable, well mannered and comfortable plus well insulated from wind, engine and road noise.

The steering had adequate feel and was precise for an SUV and, thanks to compact double wishbone suspension with coil-over shock absorbers, the ride was cushioned enough for comfort.

Woods won't quit if he's able to play, of course, because that's how he's wired.

New Jersey's second-finest, after Bruce Springsteen, Bon Jovi are only a middling light-metal band, but they have some enduring strengths: decency, stamina, loyalty - Jon Bon Jovi and his guitarist, Richie Sambora, have been writing songs together since 1983.

They also have Jon Bon Jovi's looks. At 48, he has the legs of a 30-year-old, the chin of a 20-year-old and the teeth of a teenager. Fans who adored him in the Eighties can come along for an evening of nostalgia without feeling ridiculous.

Many natural and synthetic aminophosphonic acids and their conjugates with peptides exhibit antibacterial, anticancer, and antiviral properties. Some of them show pesticidal, insecticidal, and herbicidal activity. As such, a few of them have found commercial applications in medicine and agriculture [1,2].

The biological activity of aminophosphonic acids 1 depends on the absolute configuration of the stereogenic carbon atom bearing the amino group. For example, (S/R)-alafosfalin 2 shows higher antibacterial activity than the other three diastereomers. Similarly, the (S)-enantiomer of 2-amino-4-phosphonobutanoic acid (AP4) 3 is 40 times more active than the (R)-form in suppression of glutamate-mediated neurotransmission. In view of these distinct differences in bioactivity, the development of suitable methodologies for the preparation of enantiomerically pure forms of aminophosphonic acids 1 has been a challenging task.

As part of our program on the synthesis of enantiomeric aminophosphonic acids, we devised a new and general asymmetric approach to [alpha]- and [beta]-aminophosphonic acids using the enantiopure p-toluenesulfinimines 5 as chiral reagents [3]. A key reaction in this synthesis was a highly diastereo-selective addition of phosphite anions or [alpha]-phosphonate carbanions to sulfinimines 5 (Scheme 2).

Our methodology has been applied by other research groups for the synthesis of diverse structures of enantiomeric [alpha]- and [beta]-aminophosphonic acids [4]. However, it is well known that there is a long list of [gamma]-aminophosphonic acids which exhibit very interesting biological properties. The most important among them are AP4 mentioned above and phosphinothricin 4. The latter is a potent inhibitor of glutamine synthetase and shows antibacterial and herbicidal activity. Although syntheses of individual structures of enantiomeric [gamma]-aminophosphonic acids are reported, they are not general in scope and of limited applicability. This prompted us to extend the scope of our sulfinimine methodology for asymmetric synthesis of [gamma]-aminophosphonic acids with a focus on AP4 as well as to elaborate new approach to bioactive AP3 and its 3-amino isomer. The results obtained are reported herein.

A key chiral reagent in our synthesis is ( )-(5)-sulfinimine 6. LONDON - A group of activists who broke into an arms factory near Brighton last year and caused damage costing around Pounds 180,000 ($275,000) were found not guilty last week of causing criminal damage.

In a lawsuit filed in October, seven British activists claimed they were legally justified to break in and sabotage the factory of EDO MBM Technology near Brighton, on the south coast of England, in January 2009, at the time of Operation Cast Lead.

Believing that the company was violating export license regulations and sending arms components to Israel, the activists, from a group called Smash EDO, said they wanted to "slow down" the manufacture of components that were allegedly being sold to the Jewish state.

CHEORWON, South Korea - South Korean and Japanese activists floated hundreds of thousands of leaflets by balloon toward the border with North Korea on Wednesday to condemn the country's government amid tensions over the sinking of a South Korean warship.

North Korean defectors living in the South and other activists regularly fly leaflets across the heavily armed frontier in a campaign to urge North Koreans to rise up against leader Kim Jong Il's authoritarian regime.

The most useful analysis I've seen recently is "The Key to Success in Afghanistan: A Modern Silk Road Strategy." It was prepared by the Johns Hopkins School for Advanced International Studies and the Center for Strategic and International Studies. It also had major input from U.S. Central Command, which oversees the war. The Silk Road study tries to visualize the kind of Afghanistan that might exist after U.S. troops begin coming home. Instead of being a lawless frontier, this post-conflict Afghanistan would be a transit hub for Eurasia.

To make this transport-led strategy work, Afghanistan would need to build more roads, railways and pipelines. A hypothetical railway map shows routes that connect Iran with India, Russia with Pakistan, China with the Arabian Sea. It knits together the rising powers of this region.

I first heard discussion of this modern Silk Road idea from Ashraf Ghani, a former Afghan finance minister. He made a powerful analogy to America's own development: What secured our lawless Wild West frontier was the transcontinental railroad in 1869. With trade and economic growth came stability.

Asian nations understand the benefits they could gain from transit links across Afghanistan. Take the ring road that links Afghanistan's biggest cities; the United States has pumped $1.8 billion into this and other road projects since 2002, but neighboring Iran has also put up a hefty $220 million. China has built roads connecting its western Xinjiang province with Afghanistan, and is now building a $50 million roadway in Wardak province.

There was a buzz last week because of a U.S. estimate that Afghanistan could possess $1 trillion in mineral wealth.
